Air = 1.
Paper = 2 to 3.
Mica = 5 to 7,
Glass = 4 to 10,
So, Glass is correct.

Dielectric constant and Dielectric strength, both are different things. Glass has higher dielectric constant whereas mica has higher dielectric strength.

But glass has higher dielectric constant =>(5"10),
whereas Mica dielectric constant =>(3"6).
