In question, they have said that it is a signed number so no need to search for a sign as we know that sign bit is placed as MOST SIGNIFICANT BIT so just reverse bits 0 to 1 and 1 to 0 or just subtract the whole binary bit with all 1's then you will get 00001011 whose value is 11.

Since the MSB is 0 given decimal equivalent is positive.

1's compliment of 11110100 is 00001011. MSD is 0 means a positive number. And 00001011 is equal to decimal 11 (option c).

In bcd MSB is 1 -> negative.

Incase MSB is 0 -> positive.
