In case of signed 1's compliment sign bit which is MSB bit should remain unchanged so signed one's compliment of 11110100 is 10001011.
So the answer has to be -11.

The MSB (Most Significant Bit) is 1, so this is a negative number in 1’s complement. , 11110100 (in 1’s complement) = -11 (decimal).
