Voltage across capacitor is,
Vc = V (1 - e^(-t/RC)).
From question Vc = 3.4V, V = 5V, RC = 0.44 x 10^-3.
Putting these values in above equation.
3.4 = 5 (1 - e^(-t/(0.44 * 10^(-3)))).
After solving this equation, t = 0.501 ms.
Vc = V (1 - e^(-t/RC)).
