OUTPUT y3 is enabled but that isn't really output 3 as the inputs for 000 are output 1 so 010 should be output 3 surely? even though binary 3 is 011.

In 74138 IC.
Input pins which are active in the high state and the outputs are actively in a low state.
So, option A is correct.
