It is negative because here in his view the DAC made with op-amp which is in inverting mode. So he consider that negative sign.

For 4 bit DAC vout = -(5*0/16 + 5*1/8 + 5*0/4 5*1/2).

Vout = -(5/8 + 5/2).
Vout = -(25/8).
Vout = -3.125.

I think the answer is positive because op-amp as a buffer amplifier.
