Actually, there should be 11-bit DAC instead of 12-bit in the question.
So, R = (1/2^11 - 1) * 100 = 0.049.
So, R = (1/2^11 - 1) * 100 = 0.049.

Very simple.
R=(100/2048) which comes by the given formula below:
R=(1/2^n-11)*100
=>100/2^11

Actually there is no need of reference voltage for calculating percentage resolution its formula is R=(1/2^n-1)*100.
