Yes, A is the correct answer because in a tristate buffer there would only be a HIGH or LOW output is it is enabled.
Since, in this circuit the input of Enable is inverted when the value is HIGH it would be inverted to LOW hence output would not be enabled and output would be HIGH IMPEDANCE or an OPEN CIRCUIT.

The output mainly depends on the enable pin but from this figure we can't say anything because inverter also can be of this type.
