As Vibhuti said, here propagation delay is measured between input and corresponding LOW to HIGH transition. So C is correct one.

Consider the timing diagram then it will be easy. The propagation delay tpLH is seen as after the tiger ring edge how much time is taken by input to get high. (As nothing in this world is ideal) we have a finite tPLH and tPHL and so the o/p actually appears to be trapezium shaped instead of a pulse. The time taken to rise and fall are respectively tPLH and tPHL.
