Consider the timing diagram then it will be easy. The propagation delay tpLH is seen as after the tiger ring edge how much time is taken by input to get high. (As nothing in this world is ideal) we have a finite tPLH and tPHL and so the o/p actually appears to be trapezium shaped instead of a pulse. The time taken to rise and fall are respectively tPLH and tPHL.

As Vibhuti said, here propagation delay is measured between input and corresponding LOW to HIGH transition. So C is correct one.

Propagation delay is the time interval between the time of application of TRIGGERING EDGE or ASYNCHRONOUS INPUTS and the time at which it actually makes transition.
So according to that, if it is measured w.r.t to clock pulse then A is correct. But if it is measured w.r.t Asynchronous inputs (i.e present in this case) option C will be correct. So both A and C are correct.

TPLH is the time it takes for the input to the output from Low to High.
The thing to note here is that, the "change" in the output of the flip flop is not governed by the input at the Din port but the edge of the clock. So no matter when the input at Din arrived, it'll not affect the output unless a positive edge of the clock is encountered. This is the reason why TPLH (or HL) is measured with respect to clock.

TPLH means : propagation delay time for 0 to 1 transition of output.
Therefore,

When propagation delay Answer If one clock pulse is applied then low-high transition is occur between two or three times in a clock period at the time we said propagation delay. So propagation delay is occur when low to high transition.

Tplh means the amount of delay occured after clock is applied in order to change its state from 0 to 1.

Actualy propogation delay is the delay included by flip flop to change its state from (low to high) after the clk is aplied.
