The register can store 1bit information.
Here it has 8 Registers.
So to store 8 bit of information it requires 8 clock pulses.
However, to make zero the same data it again requires the same clock pulse viz 8.
So, the Total = 8 + 8 = 16.

With parallel we require only 1clk pulse.

@Bibek. It is clearly mentioned in the question that it is a 8 bit register. There is only one register which is of 8 bits. (It is not 8 registers of one bit each). So we need 8 clock signals to load it and 8 clock signals to unload it.

We can load and unload parallel using only two clock pulses. Isn't it? If not please explain why?

For loading 8 bit 8 clock pulses, and for unloading also it takes same clock pulses, hence 16.
