Mainly it's down counter, firstly it counts from 15 to 2 then it counts 2 to 3.
So the state from 15 to 2 is 14 & for counting 2 to 3 is 1. Therefore, overall states are required for counting 2 to 3 is 15.

2^4=16 states.
16-1=15 states.

Carefully read the question again.it's down counter so to transit from 2 to 3 it has to cover all counts once. :-)
So fifteen is the right answer.
