A star schema has what type of relationship between a dimension and fact table?

Star schema is a combination of fact & dimensions. Fact tables contains fore data elements being analysed whereas dimension tables consists of attributes of the facts and so one fact tables are connected with many dimension tables.

A star schema can contain multiple fact tables. One fact tables are conned with many dimension.

In star schema we have only one fact table and more dimension table. So the relationship is one to many.

The star schema gets its name from the logical model's resemblance to a star with a fact table at its center and the dimension tables surrounding it representing the star's points. Thus as said above its nothing but one to many.

Facts are the core data elements being addressed/analyzed using the foreign key. Dimensions are attributes about the fact using primary key.

Its a easiest question, the definition of star schema itself says that it was an one-to-many relationship.
