If it is known that at least 23 students were eligible for a Symposium on Chemistry, then the minimum qualifying marks in Chemistry for eligibility to Symposium would lie in the range?

You are right. Since the question does not mention any passing criteria the answer can be both C and D.
On a second thought, I think option D fits the most as they have asked for the minimum qualifying range. In the question, only minimum number of students is mentioned i.e 23. Maximum can be anything since the min pass criteria is not mentioned i.e 10, 20 or anything else.

As minimum 23 is required but in case of 30 and above its just 21 but we need minimum value to be 23. So we go 20 to 30 range, as per my understanding.

So we need to include 20-30 as cut off.

Any test will take top 23 and above,
@Goutham below 20 yes we have 34 students but why any test will try to select low marks student then those who got higher marks.
Now in range 30-40 we have only 21 students and acc to question at least 23 are eligible so 20-30 having 45 students who are better than 34 students in range 0-20 is taken as right answer.

Please read the question "at least 23 students were eligible".
And in calculation of Alok, 23 can only be fit in 20-30 band.
So answer is C which is 20-30.

Between 0-10 there are 100-81 = 19 students.
Between 10-20 there are 81-66 = 15 students.
Between 20-30 there are 66-21 = 45 students.
Between 30-40 there are 21-4 = 17 students.
So the 23 students lies in between 20-30.

Option c is correct because the 21 students above 30 also includes 4 students who are above 40. So the total is 21 how can we get 23 so we have to go for above 20 marks where 66 includes this 21 and 4 students in the upper range.
