shouldn't it be like this?
(salary + bonus - fuel&transport - interest - taxes).
= ((288+3-98-23.4-83) / ( 420+3.96-142-49.4-98) ) *100 = 64.35%.

Isn't expenditure is supposed to be subtracted from the salary?

I did not get this question in this question total Expenditure so the bonus is a part of the salary. An if we directly calculate the by taking the salary portion of both the year then also you would get the same answer 69%.

Question is all about expense part only and income is included while calculating the same, Why? Nothing to do with the salary, bonus as the question is expense focussed.

According to the solution, I think so initial year expenditure /final year expenditure *100.

@Morwin.
See the the question, total is given so we have to add the (salaries + fuel & transport + bonus + interest + taxes) in 1998 & 2002.
