I think the simplest method to do this complicated division of 451/586 would be like this:-
Let's calculate 50%of 586 it would be 293.
Now, 10% of 586 is 58.6.
So add 10% to 293 thereby 60%of 586 is 293+58.6 = 351.6.
Now 70% of 586 would be 351.6 + 58.6 = 410.2.
So, it is confirmed that 451/586 is to be between 70% -80%.
Checking the options you would find only C to be 78%.
So, that is the right answer.

Divide 586 by 451 approx there will be 1.3,
Then easily ratio will be 1/ 1.3 = 10:13.
