@Harkesh answer is (3) 1.3. which is right.
@Nishad has the shortest way. I feel there is no way shorter than this. This set was time consuming.

@Nishad Mullah's formula is best.
By mistaken he wrote 1.1333 is highest number. The actual highest no.is 1.3, which is showing in his calculation.

Difference b/w numerator and denominator is max.

Check with options only.
Q: 17/15 = 1.1333.
R: 13/10 = 1.3.
V: 15/12 = 1.25.
T: 9/8 = 1.125.
Q: 17/15 = 1.1333.
R: 13/10 = 1.3.
V: 15/12 = 1.25.

Q:17/15 =(1+7)/(1+5) = 8/6 = 1.13.
R:13/10 =1.30.
V:15/12 = 5/4 = 1.2.
T:9/8 = 1.1.
Also you need not calculate 2 digits as after decimal as its clear if u get anything below 1.3.
