As simple as.
Passed no. /enrolled no.
1) 18/22 = 0.8181.
2) 17/15 = 1.1333.
3) 13/10 = 1.3.
4) 16/17 = 0.94.
5) 9/8 = 1.125.
6) 15/12 = 1.25.
7) 12/16 = 0.75.
In above example 1.1333 is highest no. So answer will be 2 no.

If we consider ( (5700/8550) *100) to be constant x, then we have to compare only the ratio of percentages. That could be easy enough !
