Because the question mentioned here is What percentage of Indian tourist went to either USA or UK ?

So,
US - 40.
UK - 10.

Then 40 + 10 = 50.

In case of "Either" it requires addition. Since, we do know the percentage but don't know the number, so it signifies the number lies in between the percentage area.
