The whole expenditure is 100. Therefore, 100 is 5*20 times. Since R& D is 5%.

Let the total expenditure is t times the expenditure of R&D.
As per question, we have to find t such that x = t*(5/100)*x.
This implies x/((5/100)*x ) =t
This implies 100/5=t.
Therefore, t= 20.

Alternative method= total expenditure/expenditure on R&D.
=100/5=20 ANS.
