For what reason we have to use this formula i.e. (a-b/b)?

In simple way Change/Expenditure percentage*100.
= 17.5-12.5/12.5*100 = 40%.
= 17.5-12.5/12.5*100 = 40%.

Formula: a-b/b;
a = (17.5x/100); b = (12.5x/100).
a-b = (5x/100);
So, (a-b/b) = ((5x/100) by 12.5x/100).
a = (17.5x/100); b = (12.5x/100).
a-b = (5x/100);
So, (a-b/b) = ((5x/100) by 12.5x/100).

Can anybody tell me that why in the 6th line of solution they have divided 5x/100 by 12.5x/100 and not 5x/100 by 17.5x/100?
