Dr. Herman Hollerith invented his tabulating machine in the course of solving US Census problem of 1880. He used punched cards for the first time practically to automate computing device.
Joseph Jacquard invented a mechanical method of automating his weaving loom. He used punched cards to create patterns in woven clothes automatically. Thus, though Herman Hollerith used punched cards for calculating devices, it is Joseph Jacquard who invented punched cards for some different purpose.

Hollerith, Herman was n US computer pioneer. In 1890, he invented the mechanical tabulating machine that used punched cards to record and process data. The standard punched card, originally invented by Herman Hollerith, was first used for vital statistics tabulation by the New York City Board of Health and several states.

Herman Hollerith invented the recording of data on a medium that could then be read by the machine. Prior uses of Punched card.

I think Herman Hollerith started punch cards in 1880.
