I think Herman Hollerith started punch cards in 1880.

Dr. Herman Hollerith invented his tabulating machine in the course of solving US Census problem of 1880. He used punched cards for the first time practically to automate computing device.

Joseph Jacquard invented a mechanical method of automating his weaving loom. He used punched cards to create patterns in woven clothes automatically. Thus, though Herman Hollerith used punched cards for calculating devices, it is Joseph Jacquard who invented punched cards for some different purpose.
