Yes, dechlorination is done after super chlorination.

Plain chlorination is where raw water directly chlorinated. (0.5 mg/l).

Pre chlorination can be done before or after sedimentation. The former is preferred as then the chlorine removes a portion if odour, microorganisms etc, and reduces the load on the filter. (1. 5-5 mg/l).

Post chlorination is done after filtration at the end. It is a normal procedure.

When chlorination is done beyond BEP, then called superchlorination. All added chlorine remain as residual chlorine.

After this, water is dechlorinated by SO2, sodium thiosulphate.

Yes, I agree. Dechlorination is done to remove the excess chlorine after the superchlorination.
