For natural streams 0.6y.
For floods 0.5y.

Normal Indian practise is to measure the velocity at 0.6 depth and take it as the mean velocity.
Mean velocity = 1/10(Vs +2V*0.2+2V*0.4+2V*0.6+2V*0.8+Vbottom).
Mean velocity = 1/10(Vs +2V*0.2+2V*0.4+2V*0.6+2V*0.8+Vbottom).
