Total population = 250 * 40 = 10000.
Average sewage discharge per capita = 0.8 * 200 = 160 day/capita.
Average sewage flow generated by 10000 people = 160 * 10000 = 1600 m3/day.
Peak sewage = 3 times the average sewage = 3 * 1600 = 4800 m3/day.
Peak sewage in m3/s = 480024 * 3600 = 0.05556 m3/s.
Average sewage discharge per capita = 0.8 * 200 = 160 day/capita.

That's why we need to multiply 0.0185 with 3.
= (0.0185*3) = 0.05556 cumec.
