Sir, the depth of the neutral axis will depend upon the area of steel.
As the section is over-reinforced therefore area of steel will be more than the area of concrete.
Therefore Xu>Xulimit (Xactual>Critical).

During over reinforcement. The depth of the actual neutral axis becomes less than the maximum neutral axis. Hence due to this, Secondary compression will take place.
