First, calculate Q=19.1/0.4775 i.e. 40.
(Using formula) then for 2m depth σ(v)2 is 0.4775 * 40/2 square = 4.775 => Answer.

σ1 = 0.4775 * Q/z1^2 and also right σ2 = 0.4775*Q/z2^2.
Take ratio and will get 19.1÷4 = 4.775.
σ1 = 19.1,
Z1=1,
Z2=2,
σ2 = ?.

Q1 = Q2.
σ1.z1 = σ2.z2
19.1 * (1)^2 = σ2*(2)^2.
σ2 = 19.1÷4.
σ2 = 4.775kPa.
σ1.z1 = σ2.z2
19.1 * (1)^2 = σ2*(2)^2.
σ2 = 19.1÷4.
σ2 = 4.775kPa.
