E is an error. The staff reading component on the normal (true) axis will be +/- cos δ. Hence the expression governed by cosine values, that is Option A.

I think the tilt angle of staff delta is positive when it's away from the tachometer and negative when towards tachometer.

Measured length(along axis) = L= KScosθ.
Actual length = L' = KScos(θ±δ),
Error per unit length = (L-L')/L.

When theta is greater than delta then minus work out, the delta is greater than theta then plus.

Derive the equation if anybody knows for the better understanding.

@Abhi.

It means in both cases we have to take angle positive.
