As the level line is curved and the vertical line.
Should be perpendicular to the horizontal line only.

Also could be level Line or horizontal line but the basic difference is that horizontal line is perpendicular to vertical line only at one point where as level line is perpendicular at all the points.

The gravitational force is always directed towards the centre of the earth and the plumb line is known as vertical line. The line perpendicular to vertical is horizontal line.
