Not more means maximum value so acc. To IS 456:2000 it is 45cm.

Here the effective depth of slab is mentioned if not then obviously be the smaller one, also they mentioned should not be more than, means 30cm is also possible but the greater here is 45cm, so 45 is the correct answer.
