As per my knowledge, the right answer and the Necessary condition is Z is directly proportional to M at every section.
Z= Section modulus.
M= Moment.
Z= Section modulus.
M= Moment.

If bending moment not the same throughout the section the meaning is bending stress is also not the same throughout the section this is the logic so in my consideration option E is correct.

In a beam of uniform strength, either the cross-section is varied (tapered) or material properties are adjusted.
So that: σ =M/Z =constant.
