If dua of the rivet is given then it must be 1.5d but it is given a thickness of the plate and the answer is correct.

For minimum edge distance = 1.5d (for machine cut),
= 1.7d (for hand cut).

For maximum edge distance = 37mm +4t.

Here, asking about minimum not maximum and the maximum edge distance is 12tmin*250/fy.
