All are correct only.
But for Option D, until unless there z mention of bolt size, we can't say the exact one.
We may go for D here.

According to LSM.

If nominal dia < 14 mm then hole dia = nominal + 1.
If nominal dia < 24 mm then hole dia = nominal + 1.5.
If nominal dia > 24 mm then hole dia = nominal + 2.

Option C is right because in gross area cal. hole dia is not taken into consideration.

While option D may be correct in such a condition when rivet NOMINAL DIA.<or = 25.
