According to LSM.

If nominal dia < 14 mm then hole dia = nominal + 1.
If nominal dia < 24 mm then hole dia = nominal + 1.5.
If nominal dia > 24 mm then hole dia = nominal + 2.

Option C is right because in gross area cal. hole dia is not taken into consideration.

While option D may be correct in such a condition when rivet NOMINAL DIA.<or = 25.

The diameter of a rivet hole is equal to the nominal diameter of the rivet plus 1.5 mm for rivets nominal dia up to 25mm, and 2mm for rivet nominal dia above 25mm.

The answer is (A).

As gross dia +1.5 is conditional and is not applicable in all cases as there is further addition of 2 above 25mm.

But for Option D, until unless there z mention of bolt size, we can't say the exact one.
We may go for D here.
