Splice in web designed for BM and SF.
Splice in flange designed for axial forces only (i.e. Tension and Compression only).
No need for any filler and bearing plates, the Only splice is needed if the depth is the same.
If upper column depth is less than the bottom column, in that case, filler, bearing and splice all three needed.

But splicing plates have to be provided with a capacity to take 50% of axial load.

Filler plate are used when two column section having unequal section. In above condition just milled ends are provided.

Column splices should be used at the junction but the option is not given here so none of the above is correct.

Then where will be the column splice provided.

Since the two column is of equal depth then no extra plates are required for connection of column splice. Erected bolts are used for the connection.

Only Column splices will be used.

It would be option B because when one column is placed on another column then a bearing plate is provided between both of column. And filler plate is provided in case of unequal depth.

To connect two column of equal depth, bearing plate is used to resist some part of bearing stress.

I think that depth of column is equal but about width not mentions so we don't have any idea for plate so the answer is D.
