The option B is correct;

(1) For outward (back to back) Iyy>Ixx
(2) For inward (face to face) Iyy<Ixx

Ixx is same for both the cases but Iyy from the case-(2) will be least.
So, the minimum moment of inertia will be from the case-(2) and so the minimum radius of gyration.

And should be placed face to face when the large radius of gyration is desirable.
