Gross dia of rivet is, nominal dia of rivet +1.5 or 2 according to nominal dia of rivet. It means gross dia of the rivet is always dia of rivet hole. Therefore 'c' option only right.
Here no any case of hot and cold. Thanks.

Both B and C are right.
Goss dia of rivet = dia of the rivet hole = dia of the sank of rivet when hot.
