They asked for "minimum" strength of concrete. So that answer is option D. Because from the pre-tensioning (M40) and post-tensioning (M35), the minimum strength is M35.

Pretensioning is 40N/mm2 and post tensioning is 30N/mm2.

As per is code, m40 is min grade for prestress so answer should be 400.
