Option A is correct as prestressed members are made up of concrete only.
Option B is not valid as we don't reinforce the member with steel bars rather they are prestressed by the use of high tensile cables and a hydraulic jack.
Option C is valid for post stressing in which the member is stressed after casting.
Option D is true in every sense for a pre-stressed member as the cables are stressed first and then the concrete is cast over the stressed cables and then it is cut finally from the anchors resulting in instantaneous elastic shortening of members.
