The diameter of the lateral ties should not be less than 1/4th of the diameter of the largest longitudinal bar and in no case less than 6 mm.

So answer is 6mm.

Diameter of longitudinal bar is one-fourth of maximum diameter in the column, min of 6mm.

Here it 16/4=4 mm or min of 6mm. So answer is 6mm not 5 mm.

The diameter of the polygonal links or lateral ties shall be not less than one-fourth of the diameter of the largest "longitudinal bar, and in no case less than 5mm.
