All 3 methods are acceptable. Bars can be continued up by cranking the bars at less than 45dgr angle. Bars can be bent inward. Bars can be stopped at floor level as the further continuing lapped bar will well take care of bonding and anchorage action of the column at floor level. So and D is correct.

As per my knowledge, the right answer will be B. Because if continuous up that will be cover reduce as question said and if stopped just below the floor result will be discontinuity so my answer will be B.
