But for minimum cover case it is written in the code 456:2000, that if column size is less than 200 mm and reinforcement diameter is less than 12 mm, than for this case 25 mm of cover should be provided otherwise 40 mm which shows that diameter size could be less than 12 mm.

This answer is appropriate as per IS 456:2000.
