Leff>3times of least lateral dimension--column and leff<3times of least lateral dimension-- pedestal. But in question saying the unsupported length (leff) not exceed their least lateral dimension. So, it is more than 3times and here the answer is 4times.

In the case of a pedestal, the unsupported length does not exceed three times the least lateral dimension.
The pedestal can either be designed as a PCC or RCC structure.
Here, such column is made of PCC, so it may be a case of pedestal.
