This is stated in Old codebook SP 24-1983:

When the length of the compression member is less than three times the least lateral dimension it is called a pedestal.Pedestals can be of plain concrete also;

But in revised code IS 456 2000---the minimum reinforcement should be provided in all members to ensure the failure due to shrinkage, temperature.

Leff>3times of least lateral dimension--column and leff<3times of least lateral dimension-- pedestal. But in question saying the unsupported length (leff) not exceed their least lateral dimension. So, it is more than 3times and here the answer is 4times.

In the case of a pedestal, the unsupported length does not exceed three times the least lateral dimension.

The pedestal can either be designed as a PCC or RCC structure.

Here, such column is made of PCC, so it may be a case of pedestal.

According to IS 456 cl 26.5.3.1 minimum reinforcement for any column is 0.8% and for the pedestal, it's 0.15%.

So the question is wrong as per IS 456 as it will never be zero to make it a plain concrete column.

Clarify if I am wrong.

Coloum or strut is more than 3.

Pedestal is less than 3.

Because of unsupported length. So the answer is more than three is correct.

Slenderness ratio: Less than 3 for pedestal, 3-12 for short column, greater than 12 long column. So the answer is 3.
