It is 16 D because here hook is mentioned. A 180 Degree bend is called a hook.
For 45 - 4D.
For 90 - 8D.
For 135 - 12D.
For 180( standard hook) - 16D.
For Anchorage value of stirrups:
For 90 - 8D.
For 135 - 6D.
For 180 - 4D.
For 45 - 4D.
For 90 - 8D.
