10 percent total stress ka =15 safety factor of concrete and 3 is diagonal tensile stress.
So, 15/3 = 5.

The tensile strength of concrete is (0.7) multiply (root of fck).
Means (0.7) multiply (root of 15) = 2.7,
Therefore 3.
