When First Concrete Reaches its permissible value then it Over Reinforced Section.

When the First steel Reaches its permissible value then it is Under Reinforced Section.

When Concrete and steel Reaches simultaneously its permissible value then it Balanced Section.

The Correct answer is B.

Before concrete fail than steel over reinforced.
Before steel fails than the concrete under reinforced.
Steel and concrete failed at time Balanced section.

Balanced reinforced: Brittle section.
Over reinforced: Brittle section.
