We use the fish plates to join the two rails, so normally we use the web section of rail to join fish plate by bolts.

Actually guys option c is right. Because " the fish plate is in contact with rail at FISHING PLANE". This plane never represents the web of the section.
Only for flat-footed rail section web of the section & fishing plane is the same. But not always.
For bull-headed rail, the fish plate is not in contact with its web. So in common term fishing plane is the contact surface for rail end and not always web.
