Sal and teak both are hardwood.
And most commonly used for sleepers in India.
Sal is both heavier and stronger than teak wood but because teak has great resistant towards fungal decay and white ants that's why it's considered best.

Teak is a soft wood. I think right answer is Sal and it is best for railway sleeper.

Sal wood is best for railway sleepers because it's resistant mostly to termites, and its longevity is best against water.
